"Illegale und schädigende Internetinhalte": Pornografie und Grundrechte im Policy Framing der Europäischen Union

Der Beitrag beschäftigt sich mit einem der gewinnbringendsten Zweige der Internetbranche, der Mainstream- Internetpornografie und ihren Rahmenbedingungen im Kontext der Politik der Europäischen Union zu illegalen und schädigenden Internetinhalten. Basierend auf dem Framing-Ansatz wird der Politikprozess zum "Mehrjährigen Aktionsplan zur sichereren Nutzung des Internets" aus grundrechtlicher und feministischer Perspektive untersucht. Dabei wird das Policy Framing der beteiligten EU-AkteurInnen insbesondere hinsichtlich geschlechtersensibler Herangehensweisen und den ihnen zugrunde liegenden theoretischen Zugängen analysiert. Die dominanten Policy Frames der AkteurInnen werden aus unterschiedlichen Schwerpunkten in der Zielsetzung und Definition illegaler und schädigender Internetinhalte und deren grundrechtlichen Implikationen sowie der strategischen Positionierung der AkteurInnen zwischen "möglichen Grundrechtseingriffen" oder der "Betonung liberaler Abwehrrechte" abgeleitet

e-Participation in Austria: Trends and Public Policies

The paper is a first step to assess the status of e-participation within the political system in Austria. It takes a top-down perspective focusing on the policy framework related to citizens´ rights in the digital environment, the role of public participation and public policies on e-participation in Austria. The analysis of the development of e-participation in Austria as well as of social and political trends regarding civic participation in general and its electronic embedding, show a remarkable recent increase of e-participation projects and related initiatives. The paper identifies main institutional actors actively dealing with or promoting e-participation and reviews government initiatives as well as relevant policy documents specifically addressing and relating to e-participation or e-democracy. Finally, it takes a look at the state of the evaluation of e-participation. A major conclusion is that e-participation has become a subject of public policies in Austria; however, the recent upswing of supportive initiatives for public participation and e-participation goes together with ambivalent attitudes among politicians and administration towards e-participation.e-participation, e-democracy, citizens´ rights, institutional actors, public policies, government initiatives, evaluation

(Autorenreferat)'This article deals with one of the most booming sectors in internet communication, namely mainstream internet pornography and its political framework within the policy of the European Union on illegal and harmful content on the internet. Based on the framing approach the policy process resulting in the 'multi-annual action plan for the safer use of the internet' is analyzed from a fundamental-rights and feminist perspective. The analysis focuses on the policy framing of the participating EU-actors with regard to gender-sensitive approaches and their feminist theoretical background. The dominant policy frames of the actors are derived from different foci concerning the aim of the action plan and the definition of illegal and harmful content in connection with the strategic positioning of the actors between a 'possible limitation of fundamental rights' and an 'emphasis on the right to defence against intervention'.' Affektive Materialitäten in Geschlechter-Technikverhältnissen : Handlungs- und theorie-politische Implikationen einer antikategorialen Geschlechteranalyse

Durch eine Verknüpfung von Konzepten der queer-feministischen Affect Studies und neu-materialistischen Ansätzen entwickelt dieser Beitrag einen antikategorialen Analysezugang zu Geschlechter-Technikverhältnissen. Dabei werden Prozesse der Verkörperung und Materialisierung sowie Wirkweisen von Affekten in soziotechnischen Praktiken in den Blick genommen. Anhand von empirischen Beispielen zu Motorsägen und der user experience bei der Interaktion mit Computerspielen wird Vergeschlechtlichung als situierter und relationaler Prozess erfassbar. Erinnerungen dienen uns dabei als konzeptuelle Klammer und analytisches Moment, das Affekte und Emotionen in einer macht- theoretischen Weise als transindividuell und geschichtlich zugänglich macht. Im Sinne einer theorie-politischen Transformation und auch übersetzt ins politische Alltagshandeln wird so die Vielschichtigkeit und Intersektionalität von Subjektivierungsweisen in Technikkontexten sichtbar.Affective matters in gender-technology relations Practical and politico-theoretical implications of an anticategorial gender analysis Abstract: Linking concepts of queer-feminist studies of affect and ‘new materialism’, this contribution develops an anticategorial analytical approach for analyzing gender-technology- relations. This approach focuses on gendered processes of embodiment and materialization as well as on the workings of affects in sociotechnical practices. Our empirical examples on chainsaws and user experience are engaged in situated and relational processes of engendering. As a conceptual link and an analytical moment memories allow us to access the transindividual and historical modes of affects and emotions that capture how they are invested with power relations. In this way, the multi-layeredness und intersectionality of modes of subjectivation in technological contexts becomes visible to inspire politico-theoretical transformations as well as political interventions into everyday practices
